Poker in Ireland: the new regulator, the Irish Open and where the games run

Ireland is a small country with an outsized poker history. The Irish Poker Open, first played in 1980, is the oldest no-limit hold'em tournament in Europe; Dublin produced Andy Black's 2005 WSOP run, Noel Furlong's 1999 world title and a generation of online professionals; and playing poker online has never been an offence here. What has changed is the law around the operators. The Gambling Regulation Act 2024 created a regulator, the Gambling Regulatory Authority of Ireland, and as of October 2026 that regulator is running, staffed and strategising — but it has not yet opened applications for the licences that would cover poker, and it has not published the list of games a licensee may offer.

Is online poker legal in Ireland?

Playing poker online has never been an offence in Ireland for the player. The rules for the operators are mid-overhaul, and it is worth being precise about where that overhaul has actually reached.

The Gambling Regulatory Authority of Ireland (GRAI) was formally established in March 2025 under the Gambling Regulation Act 2024, with a remit to licence, supervise and control gambling activities. Its own homepage states that obligations under the Act apply to licence holders once they are licensed by the GRAI, and that licensing will happen on a phased basis. It published its first annual report, for 2025, in July 2026.

The licence types the Authority says will be available first split along two axes. On betting: in-person betting, remote betting, and remote betting intermediary. On gaming — the side poker sits on — an in-person gaming licence for premises where players attend to play, and a remote gaming licence for games offered by remote means. Lotteries follow the same in-person and remote split.

Two things are not yet settled, and both bear directly on poker. The GRAI states that the Authority shall prescribe a list of the games a licensee may provide, and that it will share this with potential licensees as soon as possible — that list is unpublished, so there is no official statement yet of how poker is treated under the new regime. And applications for gaming licences are not open: the GRAI's licensing page says phasing information will follow in the coming months while transition arrangements with the existing licensing authorities are finalised, and the first invitation for applications described in its annual report was for remote betting licences, in February 2026.

In the meantime the old arrangements stand. The GRAI says it is engaging with the Revenue Commissioners on gaming licences, that existing licence holders should continue to renew, and that new applicants should continue to deal with Revenue. International online rooms continue to serve Ireland under the pre-Act framework, and GGPoker and WPT Global both accept players from the Republic. Minimum age is 18.

What players get

Live poker in Ireland runs in two places: private members' clubs, and festivals.

Dublin's best-known card room is The Sporting Emporium, which publishes a full stake ladder rather than a vague "cash games nightly". No Limit Hold'em runs from €1/€2 with a €50 minimum and €500 maximum buy-in up to €10/€25 with a €1,500 minimum and €15,000 maximum, with €1/€3, €2/€5 and €5/€10 in between. Pot Limit Omaha runs a similar spread plus a €2/€5/€10 game, and there is a Round of Each at €1/€2 and €2/€5. Cork has the Macau Sporting Club and Galway the Eglinton Casino; the Fitzwilliam in Dublin closed in December 2019 and is not coming back.

The festival calendar is the real draw. The Irish Poker Open takes over the Royal Dublin Society every March — the 2027 festival runs 18 to 29 March with a €1,150 Main Event — and the Irish Poker Tour's 2026/27 season runs from the Killarney Festival in October through Galway, Limerick, Clonmel, Donegal, Portlaoise and Dublin to The Monster at the end of April. Most of those stops are in hotels rather than card rooms, which is why Ireland's venue list reads like a tour of provincial function suites.

Both partner rooms treat Ireland as an ordinary international market rather than a locally licensed one, so you are registering with the operator's main entity and not with an Irish-licensed site. Expect the standard sequence: account, deposit, then identity and address verification before a withdrawal clears. Keep the name on the payment method matching the name on the account — mismatches are the single most common reason a withdrawal stalls.

Because no GRAI licence yet exists for remote gaming, there is no Irish regulator to escalate a dispute to. The operator's own complaints process and its licensing jurisdiction's dispute route are what you have. That is a real difference from the UK, Denmark or the Netherlands, and it is worth knowing before you deposit rather than after.

Tax and alternatives

Gambling winnings are not taxed in the hands of the player in Ireland. The duties Revenue does charge sit on the operator side: betting duty is chargeable on bets placed with a licensed bookmaker over the counter, and licensed remote betting intermediaries are liable for betting intermediary duty on the commission they charge to persons in the State. Neither is a tax on a player's tournament score.

If you want a locally licensed room with a local regulator behind it, Ireland currently has none to offer, and the honest answer is to wait for the GRAI's remote gaming phase rather than to assume an offshore licence delivers the same protection.
