A market with its own licence category
Ukraine's 2020 gambling law created a standalone online poker licence, separate from online casino and betting. That is rarer than it sounds and it means poker here is regulated as poker, by a regulator — PlayCity since January 2025 — with a remit that covers it specifically.
For a player the consequences are practical: a licensed operator verifies identity properly, withholds tax at source, and is answerable to a Ukrainian authority rather than an offshore one.
Tax is handled for you
Winnings carry 18% personal income tax and a 5% military levy. A licensed operator deducts both at the point of payment. You are not left to calculate and declare it yourself, which is the single biggest practical advantage of playing inside the licensed market rather than outside it.
What to check before depositing
