Is poker legal in the Philippines?

Yes, in licensed venues. The Philippine Amusement and Gaming Corporation (PAGCOR) regulates casinos, and Manila's integrated resorts — Okada Manila, Solaire, City of Dreams Manila and Newport World Resorts — operate under its licences. Poker rooms at Okada and Solaire spread cash games and host tournament series, and the minimum age for casino entry is 21. Online gambling is also regulated: since 2023 PAGCOR has licensed domestic online casinos and e-games for Filipino players, while the offshore-facing POGO industry was ordered shut at the end of 2024. GGPoker is not a PAGCOR licensee; it accepts Filipino players under its offshore licences, which puts it in a grey area rather than a clearly legal or clearly illegal one.
