Both rooms we list for Hong Kong are licensed in Anjouan. Only one will say where it operates

We read Natural8's and CoinPoker's own terms in full on 8 October 2026. Both hold gaming licences from the Autonomous Island of Anjouan in the Union of Comoros. From there they diverge completely: CoinPoker publishes a named Restricted Territory list of 35 countries, while Natural8's terms name no country at all except Curacao and Anjouan and push the entire legality question onto the player. Neither document mentions Hong Kong.

Hong Kong licenses no online poker. That is not in dispute — the Home and Youth Affairs Bureau's published policy is that under the Gambling Ordinance (Cap. 148) gambling is illegal apart from Jockey Club horse racing, authorised football betting and the Mark Six, premises licensed by appointed public officers such as mahjong parlours, and a narrow social-gambling exemption. So when a Hong Kong player asks whether an offshore room will take them, the only available answer comes from the room's own terms.

We read both sets in full on 8 October 2026, and the contrast is the story.

CoinPoker publishes the list

CoinPoker's 2026 terms define a Restricted Territory in clause 3.1(m) and then name the countries: Afghanistan, Algeria, Angola, Australia, Bahrain, Belgium, China, Comoros, Cuba, Eritrea, Estonia, Germany, India, Iran, Iraq, Jordan, Kuwait, Libya, Lithuania, North Korea, Oman, Pakistan, Qatar, Saudi Arabia, Spain, Syria, Tunisia, Turkey, the UAE, the United Kingdom, the United States and its dependencies, military bases and territories, the Virgin Islands, the Netherlands and Yemen, plus anywhere sanctioned by the UN Security Council or OFAC, and anywhere else the company adds in future. Clause 1.3 says the company does not offer, market or provide its services in any Restricted Territory.

We checked the list name by name rather than relying on a summary. Hong Kong is not on it, and the phrase does not appear anywhere in the document.

Two oddities are worth recording. Comoros is on the restricted list while clause 1.2 states the licence is issued by the Anjouan gaming licensing authority — which is in the Union of Comoros. The operator does not serve the jurisdiction that licenses it. And the terms name Precise Interactive Inc. of Panama as the operator but give no company registration number, no registered address and no licence number; governing law and exclusive jurisdiction are both Panama, under clauses 31.1 and 31.2.

Natural8 publishes nothing

Natural8's terms run to a comparable length and contain no territory list at all. Section 7, headed Restrictions, is about conduct — unlawful use, reselling the service, reverse-engineering the software. Section 14, Prohibited Uses, covers cheating and circumventing security. Neither names a country. Across the whole document the only territories mentioned are Curacao, five times, and Anjouan, three.

What the document does say is that the question is yours: it is your sole responsibility to ensure you have the legal right to use the services from the jurisdiction you reside in or access them from, it is not the operator's intention that anyone use them where online gambling is illegal, and the site being reachable from a country is not an offer or an invitation to use it there.

The corporate picture takes some assembling. The introduction names Run Good N.V., registration 150149, of 9 Abraham de Veerstraat, Willemstad, Curacao, and makes the agreement subject solely to Curacao law and courts. The footer adds that Run Good N.V. is a wholly-owned subsidiary of Hume Tree Investments Limited, registration 1902601, of Road Town, Tortola, British Virgin Islands, and that the licence is Anjouan's, number ALSI-192407036-FI2. Clause 25.5 sends an unresolved complaint to the Gaming Board of Anjouan while clause 26 keeps the governing law in Curacao — a Comoros regulator applying a Curacao contract written by a company owned in the British Virgin Islands.

Why this matters beyond Hong Kong

A published list can be checked against where an affiliate actually promotes a room. An absent list cannot.

We ran that check on ourselves today. CoinPoker's restricted list names Germany, the United Kingdom, the Netherlands, Belgium, Spain, Estonia, Lithuania, Australia and China — and CoinPoker is not configured as an operator for any of those markets on this site. We would rather say that having looked than assume it.

For Natural8 the same check is impossible. It is the primary room we list for Taiwan, Malaysia, Kazakhstan and New Zealand and a secondary room in several more, and there is no document to check those against. That is now the second major room in this position: GGPoker, which Natural8 shares a network with, publishes no public country list either, as five of our earlier audits have recorded.

None of this is an accusation. Offshore licensing works like this, and an operator that declines to publish a territory list is not thereby breaking a rule. But a player deciding where to put money is entitled to know which of the two kinds of room they are dealing with, and the terms are the only place that answer exists. One of these two will tell you. The other will not.
