New Zealand's online casino licensing regime is law - but not open for business until 2027

New Zealand has spent years as one of the larger online gambling markets with no domestic licensing at all. That is now changing on paper, if not yet in practice.

The Department of Internal Affairs says it is leading implementation of the online casino gambling regulatory system following commencement of the Online Casino Gambling Act 2026, and that the detailed regulations supporting the Act have now been released. Those regulations cover harm minimisation, consumer protection, advertising and the obligations placed on licensed operators.

The important caveat for players is in the department's own wording: implementation is being phased in and is not expected to be fully operational until 2027. The work still to be done includes designing the licensing system itself, building the compliance infrastructure, and running the licensing process - which DIA describes as opening expressions of interest, conducting an auction, and then assessing licence applications. The right to apply for a licence is being awarded through a competitive process.

So for the moment nothing has changed for a New Zealander sitting down at an online table. DIA notes plainly that online casino gambling is not new and that New Zealanders use hundreds of overseas gambling websites every day. The department has also published a set of market insight reports covering October 2023 to September 2025, released once the Act had passed.

What to watch next is the expressions-of-interest window and the auction, because those will decide which operators can be licensed here at all - and the auction structure means the number of licences is finite rather than open to anyone who meets the standard.
