The Supervisory Authority for Regulated Activities — Szabályozott Tevékenységek Felügyeleti Hatósága, usually shortened to SZTFH — is the gambling regulator. The governing law is Act XXXIV of 1991 on the organisation of gambling, with the detailed rules in SZTFH Decree 20/2021.
Card rooms: licensed, and genuinely open
Operating a card room (kártyaterem) is one of Hungary's liberalised forms of gambling. It requires an SZTFH licence, granted on application, and the licence can only be held by a company set up exclusively for the purpose of operating a card room — a Kft or an Rt with no other business.
That structural rule is why Hungarian live poker looks the way it does. Rather than poker rooms inside casinos, Hungary has standalone licensed card rooms, mostly in Budapest, running daily tournaments and cash games. Mirage Poker Club in the KÖKI centre is a working example: open from 14:00 every day, a tournament every evening, and Crazy Pineapple and four- and five-card Omaha alongside Hold'em.
Casinos are regulated separately, under concessions rather than licences.
Online poker in Hungary
This is where the market closes up. Under Hungarian law, online casino gaming is the organisation of casino gaming by means of a telecommunications device or system, and it may be organised **only by a concession company entitled to organise casino gaming** — specifically, a concession company established to operate a land-based casino located in Hungary. The regulator may licence that company to offer online casino gaming for the duration of its casino licence.
In practice this means an international poker room cannot obtain a Hungarian online licence without first holding a Hungarian land-based casino concession. Remote gambling (távszerencsejáték) is regulated as a separate category again.
SZTFH maintains and regularly updates a public register of blocked gambling domains, and — unusually — a second register of blocked gambling **advertising** sites. Both are published on the authority's own site and are worth checking before assuming any particular site is reachable from Hungary.
Live poker in Budapest
Budapest is where the Hungarian scene is. The card rooms run a daily tournament schedule at buy-ins that are modest by western European standards — typically 5,000 to 20,000 forint — with prize pools advertised as expectations based on turnout rather than as guarantees. Read that wording carefully: a posted figure of 1,000,000 forint is a projection, not a promise, and Hungarian rooms of this size are explicit about the distinction.
Outside Budapest the picture thins considerably.
